How do I edit an anime picture.?

I have a picture of someone from an anime...and I need to know how to change her hair to blonde and her eyes to blue...I've seen it done before for pictures on myspaces.Please tell me how to!

well, with image editor like photoshop or other, you would open image, make copy on second layer, use wand to select area of hair, use paint brush or bucket to recolor selection,

or on second layer just zoom in and paint over specified area, edit and erase edges, then save copy as jpg, if original image is gif, you may need to change to rgb from index, then edit, if you have no editor ant this time, try gimp with layers or photofiltre without,
